当天，第七届虹桥国际经济论坛“全球药品安全治理和中国药品监管创新”分论坛在上海举行。戚柳彬在论坛上作主旨演讲时展示了中国化妆品监管领域的法律法规建设情况：目前已有1部条例(《化妆品监督管理条例》)、3部规章、20余个规范性文件、40余个技术指南。“经过几年的建设，我们的化妆品监管体系构建了以《化妆品监督管理条例》为核心的‘四梁八柱’。”

当前“颜值经济”火热，中国已成为世界主要的化妆品消费市场之一。戚柳彬分析称，“颜值经济”代表着公众的诉求，监管部门要保障好这些利益诉求，但有些产业行为未必合理，需要监管部门来把控，在规范的基础上促进产业发展。“化妆品承载着人民对美好生活的向往，作为监管部门，我们一个重要目标是通过有效监管，不断满足人民对美好生活的向往。”(完)
